America’s First Automotive Test Track Open to the Public Pharris Media created the concept for this 11-acre, $25-million project and sold it to GM. Negotiated land lease, secured permits, developed and implemented sales, marketing and media relations programs, recruited activation / operation team, maintained on-going relations between GM, local business community, and local government.
